Many believe that literacy is strongly influenced by the cultural, political, and historical contexts of the community in which it is used.

The paper recounts the series of reform on literacy in contemporary western countries,summarizes the characteristics of the evaluation and assessment,and hopes to provide a reference for the reform on the evaluation and assessment of the foreign language literacy in China.

By engaging students and text, and encouraging group discussion, scaffolded by the teacher with ‘literature competence’, students should achieve in right levels of language literacy.
