本文在对质量概念嬗变探讨的基础上,聚焦于城市层面,对城市层面的质量展开了初步研究,一方面我们对此概念进行了精确界定,将其定义为"城市在发展过程中,各种功能发展水平及其满足公众当前与未来需求的程度",笔者认为我们关于城市发展质量的定义不仅抓住了城市及城市发展的本质,还融入了可持续发展的理念,具有普适性,能够将跨时间、地域、文化的城市发展纳入统一的标准进行衡量;另一方面我们也给出了城市发展质量评价的初步思路,构建了该领域研究框架。

以具有典型意义的厦门港湾湿地为研究对象,采用系统动力学方法,定性分析系统因子因果反馈关系,筛选港湾湿地水动力环境、水质环境、生物生态环境、地形地貌、景观环境作为厦门海湾型城市发展的累积生态效应指示因子。

The effects of urbanization in Lishui City on the ambient air temperature was analysed, based on statistical information of the urbanization process and historical air temperature data observed at downtown of the city and its surrounding stations in rural region for the time period of 1954 ～ 2006.
通过对1954～2006年浙江丽水市区、外围高山测站的气温资料与全社会工业总产值、城镇人口、建成区面积、道路面积等城市化发展统计资料的对比分析,研究分析了城市发展对环境气温的影响。

补充资料：城市规划与国民经济社会发展计划的关系
城市规划与经济社会发展计划相结合，是保证实施规划和落实计划的前提，规划与计划脱钩的情况必须避免。编制城市规划特别是总体规划，应当以国民经济和社会发展规划以及城市发展战略为重要依据，计划确定的建设项目，其选址和布局又必须符合城市规划的要求；同时，城市规划确定的基础设施和公共设施建设项目，应当分期分批，按照基本建设程序纳入国民经济和社会发展计划，以保证城市规划的实施。
