On the basis of introducing the concept,type and characteristic of accidental pollution,this article analyzes the main problems in the emergency legislation of accidental pollution,and summarizes the main characteristics and development trends of foreign relevant legislations,then puts forward some effective measures to improve emergency legislation of accidental pollution in China.
本文在介绍突发性环境污染事故的概念、类型与特性的基础上,评析了中国突发性环境污染事故应急立法中存在的主要问题,并总结国外相关立法的主要特点和发展趋势,从而进一步构建出中国突发性环境污染事故应急立法的框架,提出完善应急立法的有效措施。
