▲日本休闲协会自1947年成立以来一直致立于研究和实施各种创造性地利用余暇时间的活动，并努力发现其社会价值。协会推荐的各种健身方法为社会创造了丰富的文化娱乐活动，从培养单位的休闲体育指导员起，1974年开始培养老年休闲体育指导员，1991年起又开设了推进人们余暇生活的讲座等。协会不断地适应社会需求、解决社会问题，通过娱乐活动寻求快乐的同时也成为建设健康社会的一支原动力。1993年，日本休闲协会"休闲体育指导员"的培养工作得到了文部大臣的认定，从而迅速开展起来。
1997年协会与市民代表共同制定了实现娱乐目标的《紧急综合5年计划》。除了培养休闲体育指导员外还与市民共同开展各种休闲娱乐活动，使社区活动更加活性化起来。
日本休闲协会是与加盟团体--各都道府县休闲协会及49个单项运动团体一起组成的由文部省认可的财团性质的法人团体。

"市民服务型活动"是以市民为对象的、通过提供参加娱乐活动的机会而进行日常的、持续的活动，如举办交流大会、运动会等相关的一连串的实际活动，从一过性的活动开始，不断创造与市民保持联系的机会。
