This article constructs the city environmental competitiveness evaluation index system and analyzes 11 cities of western China through the factor analysis of SPSS software.

As a result,the problem becoming more imperious is how to adjust environmental policies conflicting with WTO regulations,to enhance the environmental competitiveness of exportation and to promote both economic and social sustainable development.

An analysis of the concept of competitiveness reveals that environmental competitiveness is an indispensable element in international trade of forest products.
