1 ishu ehuangxin技术创新(technic欲i~ation)一项新产品或新工艺由概念产生，经过研究、开发、工程化、商品化生产到市场销售的一系列活动的总和。它是一种新的生产要素与生产条件的新组合，包括:引人一种新产品或提供一种产品的质量，采取一种新的生产方法，开辟一个新的市场，获得一种原料或半成品的新的供给来源，实行一种新的企业组织形式。 技术创新是20世纪以来才逐渐形成的概念。1912年，英国经济学家J.A.熊彼得在《经济发展理论》一书中提出了技术创新的理论。1919年，列宁在《俄共(布)党纲草案》一文中讲到技术革新，把它作为提高劳动生产率和增加社会财富的手段，推动经济发展和社会进步的动力。技术创新(有时也称技术革新)与技术革命是相辅相成的，技术革命为技术创新开拓新的领域，又通过技术创新向纵深发展，使技术进步呈现出连续性和阶段性的统一。 技术创新通常经过3个阶段:首先，根据市场需求和科技、经济发展的趋势，选择课题和研究项目，进行实验室研究试验，制出样品、样机等;然后进行开发研究，挑选产业化前景比较好的项目，解决生产技术的问题，进行中试生产出少量产品在市场上试销;最后进人产业化或商品化规模生产，一般都形成新的生产线，甚至建立新的企业。 技术创新活动的开展，不仅是内涵扩大再生产的必由之路，有助于提高企业的经济效益，而且有益于发挥工程技术人员和工人的主动性、积极性，增强其责任感。在现代社会中，技术创新在经济增长中所占的地位日益突出，加速技术创新、促进科技成果转化为现实生产力，已成为国家科技活动的一个重要部分。创造有利于技术创新的社会环境，制定激励技术创新的政策，提供所需资金，及时掌握有关信息情报，培养和合理使用工程技术人才，是实现技术创新的保证。(邹平)
