On the basis of time dynamic of amount of grassland storing,the index of grassland resources time balance was evaluated,and the index of time balance was given to evaluate some time balances such as the season balance and the year balance of grassland biomass.

In this paper , the concept of balance degree is presented, one new multifactorial model, based on this new concept, is given, and then new structure of balance functions is gained by utilizing balance degree.

At last two kinds of useful balance functions are studied.

Equivalence among State Variable Weights Vectors and Construction of a Family of Balance Functions;

According to variable weight evaluation,the basic principle is introduced and the construction method of balance function is studied.

The concept of balance function equivalence is proposed.

In this thesis, balanced function are made a detailed study coming to following aspects: 1) If a elementary function g(t) satisfies g′(t)≥0 and g″(t)≤0 then B 1(x 1,…,x m)=mj=2g(x j) is a balanced function 2) If a elementary function h(t) satisfies ( lnh(t))″≤0 then B 2(x 1,…,x m)=mj=1h(x j) is a balanced function.

At the same time,using the analytic hierarchy process(AHP) method to determine the constant weight of every index,we introduce a variable weight model based on a balanced function.

Assuming resource owners have a preemptive priority,we propose an adaptive algorithm of jobs scheduling based on time balancing strategy,which solves the parallel computing tasks by using the idle resources in Computational Grid.
