Based on the analysis of the characteristics and development level and the disadvantaged considerations of automobile industry, at the aspects of cluster learning, social capital and economy of exterior, this paper discusses the mechanism of industrial clusters fostering competitiveness in automobile industry.

It first,analyzes the concept of industrial cluster learning based on the knowledge flow,then classifies the type of cluster learning from two dimensionalities:the internal knowledge base of cluster,the extent of the interaction among the members of cluster.

Through learning from cases of industry clusters in developing countries, this paper pointed out that the cluster learning process not only include innovation and technology diffusion of clusters, but also should include external observation and discovery process.

From learning theories on,this paper discussed the learning interactions among enterprises in clusters and knowledge flowing between clusters and knowledgebase outside,hoping to analysis the cluster s forming from another profile and prepare for deeper study on collective learning s strong points and weakness.
