国际旅游是指跨越国界的旅游活动。包括入境旅游和处境旅游。前者指外国居民到本国的旅游活动，后者指本国居民到他国的旅游活动。 [编辑] =1937年由国际联盟（league of nations）统计委员会提出的定义为：离开自己的居住国家到另一个国家访问超过24小时以上的人。并且界定以下几种人为旅游者：（1）为娱乐、家庭和健康原因而旅行的人。（2）为参加国际会议而旅行的人。（3）为商业原因而旅行的人。（4）在海上巡游途中停靠某地，即使逗留时间不超过24小时的人。界定以下几种人不属于旅游者：（1）不论是否签了合同而到另一个国家从事某一职业的人。（2）到国外居住的人。（3）寄宿在学校的学生。（4）居住在边境地区而跨越边界到邻国工作的人。（5）途经一个国家但不停留的旅行者，包括那些旅行时间超过24小时的人。1963年在罗马举行的联合国旅行和旅游会议上提出的游客的定义为“除为获得一个有报酬的职业以外，基于任何原因到一个不是常住国家去访问的人”。1991年，世界旅游组织在加拿大召开的旅游统计国际大会上，对国际旅游者的定义作了重新修整：“游客”指一个人到他通常居住的国家以外的另一个国家旅行，时间不超过一年，主要目的不是为了从访问国获得经济利益；“旅游者”指一个游客至少一夜，最多不超过一年，主要目的不是为了从访问国获得经济效益；“当日游客”指一个游客在访问国停留不超过24小时并不过夜，主要目的不是为了从访问国获得经济利益。1979年，我国国家统计局对国际旅游者作了如下规定：凡是来我国参观、旅行、探亲、访友、休养、考察或从事贸易、业务、体育、宗教活动、参加会议等的外国人、外籍华裔、华侨和港澳同胞，均属我国的国际旅游者。规定来华旅游入境人数不包括下列人员：应邀来华访问的政府部长以上官员，外国驻华使领馆官员、外交人员以及随行的家庭服务人员和受赡养者，常住我国一年以上的外国专家、留学生、记者、商务机构人员等，乘坐国际航班过境不需要通过护照检查进入我国口岸的中转旅客，边境地区往来的边民，回大陆定居的华侨、港澳台同胞，已在我国定居的外国人和原已出境又返回在我国定居的外国侨民，已归国的我国出国人员。
