八路军115师司令部旧址是国务院公布的全国重点文物保护单位，也是山东省政府诞生地。1937年7月，抗日战争爆发后，中国共产党从国家和民族的利益出发，按照洛川会议的决议与国民党达成协议，将中国工农红军改编为国民革命第八路军。八路军共编制三个师即115师、120师和129师。115师是中国共产党领导的八路军三大主力之一，从1939年由山西挺进山东，直至1945年胜利，部队从1.5万人发展到27万人，驻扎在莒南达三年之久，为夺取抗战胜利立下了不朽的功勋。老一辈革命家朱瑞、罗荣桓、陈光、肖华、黎玉等都在这里战斗或生活过。莒南成为当时山东党政军指挥中心，被称为“小延安”。原全国政协副主席肖华同志说：“抗日战争时期，山东解放区党政军指挥中心，长期设在莒南，许多重要会议在这里召开，许多重大决策在这里制定，莒南是山东解放区的首都。”1945年8月13日，山东省政府在莒南大店镇宣告成立，这是中国共产党领导下的第一个省级人民政府。
