  人才交流(exehange of talented persons)人才一在服务的地区、部门和单位所发生的变化或转移。它既包括改变人员隶属关系的流动,也包括各种不改变隶属关系的智力流动。从狄义上讲,则专指改变人员隶属关系的流动。它有利于人事管理体制从单的指令性计划调配转向计划指导下多渠道、多形式的人才一智力流动。过去我国的人事管理体制,权力集中,形式单一,统得过死,已经不适应经济建设对人才多类型、多层次、多变量的要求。因此,必须在宏观调配的指导下,采取其他灵活多样的形式,以满足不同的需要,如招聘、兼职,对曰支援、协作等形式的人才一智力交流,两者密切配合,互相促进,互为补充,使干部调配1几作与人事体制改革的总趋势逐渐相适应。 (刘红委撰张锋审)
