The paper analyzes the issues in forestation engineering project in Yunnan such as poor quality of engineering and reasons for them.

Based on the concept of green engineering project management and its practical meaning,this paper provides establishing procedures,the principle of index system and Comprehensive calculation methods of Green project management evaluation system based on AHP to benefit green engineering project management evaluation.

Using the methods of combining theory and practice,combining qualitative and quantitative analysis,combining comparison with demonstration,on the basis of introducing market mechanism,the technology extension model of afforestation projects in Yunnan including risk control system,implementation system and evaluation criterion system was constructed.
