国家战略体系中最高层次的战略。国家战略的使用最早出自美国，并将其正式列为军事用语。其定义是："在平时和战时，在组织和使用一国武装力量的同时，组织使用该国政治、经济、心理上的力量，以实现国家目标的艺术和科学。"日本给国家战略下的定义是："为了达成国家目标，特别是保证国家安全，平时和战时，综合发展并有效运用国家政治、军事、心理等方面力量的方策。"中国学术界对国家战略尚无统一认定，有的认为，国家战略是建设和运用国家各方面的实力和力，以实现国家总目标而采用的方略却是一致的。国家战略就是为实现国家的总目标而制定的。中国的战略体系不使用"国家战略"的称谓。
指导国家各个领域的总方略。其任务是依据国际国内情况，综合运用政治、军事、经济、科技、文化等国家力量，筹划指导国家建设与发展，维护国家安全,达成国家目标。国家战略概念来源于大战略。第二次世界大战中,英国的大战略概念传入美国，到战后逐渐演变成为国家战略，并将其正式列为美国军事术语。其定义是：“在平时和战时使用军事力量的同时，发展和使用国家的政治、经济和心理力量，以实现国家目标的艺术和科学。”许多国家对国家战略的研究正在开展之中，学术界对它还存在着不同的认识。原苏联及东欧国家不使用国家战略的概念。有的把它等同于大战略；有的认为两者是有区别的，其区别就在于大战略是运用国家力量，达成军事目标，而国家战略则是运用国家力量，达成国家总体目标。80年代以后，中国学术界也开始了对国家战略的探讨，主要是从区别于大战略的意义上来认识和使用国家战略概念的。有一种意见认为，虽然中国未在正式文件中使用国家战略这一概念，但它主要体现在党和国家的总路线、总方针、总政策之中。
