技术监督以质量为中心，以标准化、计量为基础，对标准化、计量和质量工作依法实施的监督管理。它与行政监督、经济监督一起构成了中国的行政监督体系。 为规范技术监督管理，中国已经建立了比较完整的法律系统。已颁布实施的有《中华人民共和国标准化法》、《中华人民共和国计量法》、《中华人民共和国产品质量法》、《中华人民共和国进出口商品检验法》、《中华人民共和国药品管理法》、《中华人民共和国食品卫生法》等。中国技术监督的管理体系是集中与分工相结合、中央与地方分级管理相结合。标准、计量和质量工作在国务院设有负责统一管理和组织协调的专门部门，有关部门又各自依法与国务院各职能部门分工，负责相应的管理工作。中央政府与各级地方政府依法实施分级管理，有关协会、学会等社会团体实施辅助管理。实施技术监督，必须依托社会配套的技术实体系统，这是技术监督的突出特点，中国现有的计量检定、产品质量检验、药品检验、食品卫生检验、进出口商品检验等技术机构系统，基本上均为国家各部门、各级政府所陆续建立并认可。世界各国对技术监督工作的管理体制是有差别的，但是均制定有一系列相关的法规。
