Based on the strategic goal of Zhejiang,this paper presents that corporations and government should take strategic steps and long-term mechanism,and pilots the turnover of migrant workers,in order to enhance the overall quality of industrial workers and consequently achieve industry update.

The study on regional industrial quality mainly concerns the unitary quality of the regional industr system.
