补充资料：城市用地规划管理的基本内容
城市用地规划管理的基本内容是依据城市规划确定的不同地段的土地使用性质和总体布局，决定建设工程可以使用哪些土地，不可以使用哪些土地，以及在满足建设项目功能和使用要求的前提下，如何经济、合理地使用土地。城市规划行政主管部门对城市用地进行统一的规划管理，实行严格的规划控制是实施城市规划的基本保证。
1．建设单位或者个人在申请用地以前，首先要向城市规划行政主管部门申请定点。只有根据规划要求，明确了可以使用哪一块土地、土地的具体位置和范围，才具备申请征用划拨土地，取得土地使用权的基本条件。因此，确定建设用地的位置和范围是申请用地必不可少的前期工作。申请定点应当具备必要的批准文件，主要是纳入国家或地方计划的批准文件，或按规定需要主管部门批准建设的文件。
2．城市规划行政主管部门应当根据建设工程的性质、规模、使用要求和外部关系，综合研究其与周围环境的协调，现状条件的制约，地形和工程、水文地质状况，征用土地的具体条件，以及市政、交通、园林绿化、环境保护、日照通风、防洪、消防、人防、抗震等方面的技术要求，提出建设用地方案，具体确定建设用地的位置和范围，划出规划红线，并提供有关规划设计条件，作为进行总平面设计的重要依据。
3．城市规划行政主管部门需要审查总平面设计，确认其符合规划要求，方可核发建设用地规划许可证。
