1972年4月建立于北京,是钢铁工业行业规划的归口单位。其主要职责是：组织编制本行业、各地区和大中小钢铁工厂及矿山的中长期规划；参与制订技术政策和装备政策；掌握与规划工作相关的能源、电力、交通、运输及水源等外部条件情况；进行钢材品种和需要量的调查及预测；负责大型技术改造和基本建设项目的可行性研究审查；研究钢铁工业发展中的各种技术经济问题等。自建院以来，曾参与编制钢铁工业的五年规划和与其相应的地区规划及企业规划。如鞍钢、武钢、首钢、本钢、攀钢、马钢、包钢、太钢等大型厂矿企业及有关省、市、自治区钢铁工业的技术改造规划。
