   用人单位采用合同形式聘用工作人员的方式。又称聘用合同制。按合同规定,用人单位有聘用和解聘的权力,个人有应聘和辞聘的权力。合同规定双方的责、权、利及有效期限,合同期满,经双方同意,可以续聘。聘任制可广泛应用于选拔科学技术人才,也可用于企事业领导班子的选拔,即只聘请主要负责人,然后由他聘请建立一个齐心协力的班子。中国于1985年开始试点实行专业技术人才聘任制度,这是对专业技术人才管理工作的一项重大改革。实行聘任制,有利于调整干部结构,在制度上激励干部奋发上进,扩大用人单位灵活的用人自主权,有利于促进人才竞争、人才流动,有利于发挥干部技能,做到人尽其才,才尽其用,有利于“唯才是举”、“选贤任能”社会风气的形成。但如果没有严格而有效的考核作保证,容易出现拉关系,搞宗派等不正之风。
