《技术性贸易壁垒协议》（AgreementonTechnicalBarrierstoTrade）,简称TBT协议。是世界贸易组织管辖的一项多边贸易协议，是在关贸总协定东京回合同名协议的基础上修改和补充的。它由前言和15条及3个附件组成。主要条款有：总则、技术法规和标准、符合技术法规和标准、信息和援助、机构、磋商和争端解决、最后条款。协议适用于所有产品，包括工业品和农产品，但涉及卫生与植物卫生措施，由《实施卫生与植物卫生措施协议》进行规范，政府采购实体制定的采购规则不受本协议的约束。协议对成员中央政府机构、地方政府机构、非政府机构在制定、采用和实施技术法规、标准或合格评定程序分别作出了规定和不同的要求。协议的宗旨是，规范各成员实施技术性贸易法规与措施的行为，指导成员制定、采用和实施合理的技术性贸易措施，鼓励采用国际标准和合格评定程序，保证包括包装、标记和标签在内的各项技术法规、标准和是否符合技术法规和标准的评定程序不会对国际贸易造成不必要的障碍，减少和消除贸易中的技术性贸易壁垒。合法目标主要包括维护国家基本安全，保护人类生命、健康或安全，保护动植物生命或健康，保护环境，保证出口产品质量，防止欺诈行为等。技术性措施是指为实现合法目标而采取的技术法规、标准、合格评定程序等。
《技术性贸易壁垒协议》附件1为《本协议下的术语及其定义》，对技术法规、标准、合格评定程序、国际机构或体系、区域机构或体系、中央政府机构、地方政府机构、非政府机构等8个术语作了定义。附件2是《技术专家小组》。附件3是《关于制定、采用和实施标准的良好行为规范》，要求世界贸易组织成员的中央政府、地方政府和非政府机构的标准化机构以及区域性标准化机构接受该《规范》，并使其行为符合该规范。
协议规定设立技术性贸易壁垒委员会负责管理、监督、审议协议的执行。
