1 iben nongtian baohuqu基本农田保护区(basic feLn”land protection~)为对基本农田实行特殊保护而依照法定程序划定的区域。基本农田是指根据一定时期人口和国民经济对农产品的需求以及对建设用地的预测而制定的长期不得占用和基本农田保护区规划期内不得占用的耕地。划定基本农田保护区，对保护中国紧缺的耕地资源、保护农业生产持续稳定增长、保证国民经济协调发展具有十分重要意义。 1望科年7月4日，中国国务院发布了《基本农田保护条例》，规定下列耕地原则上划人基本农田保护区:①粮、棉、油和名、优、特、新产品生产基地;②高产、稳产田，有良好的水利和水土保护设施的耕地，以及经过治理、改造和正在实施改造计划的中低产田;③大中城市蔬菜生产基地;④农业科研、教学试验田。 基本农田保护区定界工作，以乡(镇)为单位进行。划定的基本农田保护区，由县人民政府设立保护标志，予以公告，并建立档案。基本农田一经划定，任何单位和个人不得擅自改变或者占用。(杨美英)
