俄籍电工学家。生于德国。他17岁移居俄国，1829年获建筑师许可证并从事建筑工作。1834年雅科比移居柯尼斯堡后开始从事电工研究。他1837年加入俄国国籍并迁居彼得堡。1838年设计并制造了一台实用的直流电动机,安装在船上，完成了沿涅瓦河的航行。同年,当选为彼得堡科学院通信院士，1847年成为院士。1850年曾发表论文《论电磁机原理》。1838年，雅科比在彼得堡科学院会议上就电镀技术的工艺问题作了研究报告。他还与Э.Ⅹ.楞次共同从事过电磁体研究。1850年制造过印字电报机，负责敷设了彼得堡、彼得堡与沙皇皇村之间的电缆。他还研究过电池，制造过电池碰击地雷和感应器起爆地雷。设计过一些电测量仪表。
