Because the "Law of Rights of Writings" and "Ensuring System of Writings Quality" have different modifying limits of authority by editors,the second examining manuscript should be added in the whole process of examining manuscript of university academic journals.
由于《著作权法》和《图书质量保障体系》各自赋予责任编辑不同的修改权限,因此,在学报的审稿流程中应增加责编的二审程序,通过责编在二审中的创造性劳动,完成《图书质量保障体系》中要求的对稿件的加工整理工作,力求使稿件的内容更完善、体例更严谨、材料更准确、语言文字更通达、逻辑更严密。
