| 御史台 中国东汉至元设置的中央监察机构 。 秦及西汉御史属御史大夫府。御史大夫佐丞相理国政，兼管监察。下有两丞，其一为御史中丞，又称中执法，具体掌握监察权力。西汉末改御史大夫为大司空，不再兼管监察，御史中丞出为台主。东汉因袭，称御史台，直至唐代。御史台的职责最重要的为两项：一是弹劾百官；二是推鞫刑狱。唐御史台有三院：台院、殿院、察院。三院御史为清要之官，虽秩品不高，但威权甚重。唐玄宗时常用御史充任各种重要使职。玄宗以后，凡节度使、观察使无不兼大夫、中丞衔，度支、盐铁、户部三使的巡院官也多兼宪衔。这些由外官兼摄的御史被称为外台，唐代后期，皇权削弱，御史的威权也随之下降。御史监军的权力早在唐玄宗时已被宦官取代。宋沿唐制设御史台，为最高监察机构 ，兼理重难案件。太平兴国三年(978)任命监察御史，是为正名举职之始。元丰三年(1080)，御史台设吏、户、礼、兵、刑、工六案，分察中央政府各行政机构，宋代御史许风闻言事，以广言路。金、元基本上沿唐宋之制，略有变化。明初将御史台改称都察院，一直行用至清末。 |
