专门实施财务管理、处理各种财务关系的组织机构。从理论上讲，财务管理是企业管理工作中的一个重要组成部分，担负着十分重要的任务，有很强的专业性，已成为企业经营管理中相对独立的职能部门。因此，企业必须有其专门的组织机构和专门的办事人员。但是，在高度计划经济体制下，国有企业财务主要从属于国家财政，企业财务管理的职能在于计划和监督国家下拨资金的使用，企业财务活动的业务手续已在会计核算中完成，财务管理机构的单独设置无关重要，因此企业财务管理机构和会计核算机构合并设置。在大中型企业中，由总会计师核算机构合并设置。在大中型企业中，由总会计师领导财务管理部门；在不设总会计师的小型企业，由一名副厂长（副经理）领导财务会计部门。在社会主市市场经济体制下，企业作为独立的商品生产者，其财务活动与以往大不相同，企业要处理的财务关系由于经济行为的多种多样而复杂化，财务管理的职能发生了根本变化，财务管理在企业生产经营中有着不可替代的作用。因此，产生了财务管理机构与会计核算机构分别设置的需要。在一些经济发达国家里，财务管理机构设置的典型做法是：在总经理下设置财务副总经理管理企业财务和部门，分别由财务长或财务主任（treasurer）和主计长或会计主任（controller）分别主管；财务部门和会计部门再根据需要分设若干具体业务部门。但这两个部门的不同职责是分明的。其中财务部门的职责主要为：（1）负责资金筹集；（2）负责固定资产投资；（3）负责营运资金管理；（4）负责证券投资与管理；（5）负责利润分配；（6）负责财务预测、财务计划与财务分析。小型企业中财务长和主计可能由一人担任。
