This paper expounds the cost and benefit of personal investment in higher education,analyzes the efficiency of higher education from the angle of cost-benefit,and analyzes the reasons why the current benefit rate of Chinese higher education is lower.

With the expansion of higher education, the state have some reforms on higher education fee system, personal investment in Higher education is the main form for human capital.

In recent years,the extreme disequilibrium between the development of individual investment market in China has resulted in Such sharp social problems as too high price of housing and lack of domestic demand,which have seriously restricted the sustaimed growth in the national economy.

This paper first introduces the fees charged by higher normal education and the behavior of individual investment in higher normal education, and then explores the behavior of individual investment from three perspectives: affordability, desired gains and investment risk.

As an individual human capital invests behavior, there is must be cost income as well as risk in individual investment to higher education.

Based on an analysis of existing problems in foreign investment and financing of northeast state-owned forestry industrial enterprises and combined with practicam developing situation of these enterprises,this article puts forward that forestry industrial enterprises can choose operating modes like BOT,overseas listing,venture capital,funds etc in foreign investment and financing activities.
