   国家对全体学龄儿童实施某种程度的普通教育。各国一般都把实施初等教育作为普及教育的第一步目标。世界上最早提出普及6年初等教育思想的是17世纪捷克教育家J.A.夸美纽斯。19世纪70年代以后,英、美、法等国家相继开始实施普及教育。随着科学技术和社会生产的发展,各国实行普及教育的年限逐步延长。到20世纪80年代末90年代初,美、英、法、德、日本、前苏联等国已实现了小学以至中学阶段的普及教育。中华人民共和国建立后,把普及教育作为社会主义建设的基础有计划有步骤地实行,以提高全体人民的科学文化水平,1980年,中国颁布了《普及小学教育的若干问题的决定》,提出80年代在全国基本普及小学教育的历史任务。1985年5月27日中共中央颁布了《  关于教育体制改革的决定》,进一步提出在全国有步骤地实行九年制义务教育的要求及相应措施。1986年4月12日第六届全国人民代表大会第四次会议通过并颁布了《中华人民共和国义务教育法》,标志中国普及教育工作进入了一个新阶段。
