通常指总人口中已经参加或要求参加经济活动的人口，即从事经济活动的全部就业人口，加上要求从事经济活动而尚未获得工作职位的失业人口。
经济活动在西方指各种为获取工资或赚取利润以及其他劳务报酬的活动。因此，经济活动人口实际上就是劳动力人口。总人口中除去经济活动人口，其余部分称为非经济活动人口。它实际上是除失业人口以外的各种不在业人口。各国的社会、经济、法律、文化教育、传统习俗、管理体制，以及人口年龄结构很不相同，总人口中经济活动人口与非经济活动人口各自所占比重，无疑也有明显的差别。
经济活动人口是估算人力资源、劳动力熟练程度、未来劳动力性别年龄结构及其在城乡间的分配，以及研究劳动力供求平衡的重要依据。把经济活动人口与15岁(或16岁)以上人口相比，可以计算出经济活动人口的总参与率，也可以计算年龄别的经济活动人口参与率。这些指标在相当程度上反映了对人力资源利用的数量和质量水平。
