中华人民共和国成立后建立的带有研究性质的戏曲领导机构。局长田汉，副局长杨绍萱、马彦祥。设有办公室、艺术处、编审处、辅导处、曲艺处、图书资料室等工作机构。下辖京剧研究院、新中华评剧工作团、戏曲实验学校、大众剧场等单位。戏曲改进局的任务是负责进行对戏曲剧目和演出的调查研究；制订戏曲工作政策；团结、改造艺人，培养新生力量；拟定全国上演戏曲剧目审定标准；组织力量整理、改编、创作戏曲剧目；改革旧班社制度；辅导演出团体排演新戏；改进舞台作风;通过所属艺术单位的实验工作,在全国范围内起到一定的示范作用；关心全国戏曲工作者的政治待遇及生活福利。戏曲改进局成立后，在制订戏曲政策、广泛团结艺人、编审戏曲剧目、搜集整理戏曲资料及演出和教育的改革实验等各方面,都起过开创性的作用。它直属的艺术单位演出的剧目有京剧《三打祝家庄》、《红娘子》、《进长安》、《白兔记》、《大名府》,评剧《九尾狐》、《大破胭脂狱》等。戏曲改进局与文化部戏曲改进委员会一起,筹备了1950年10月召开的全国戏曲工作会议,并为制订政务院《关于戏曲改革工作的指示》作了准备。1951年3月文化部进行了机构调整,成立了中国戏曲研究院。戏曲改进局与文化部艺术事业管理局合并，原戏曲改进局部分干部充实了中国戏曲研究院。戏曲的研究实验工作由中国戏曲研究院继续进行。
