【风险因素结合说】由美国学者佩费尔(P陀ffer，1.)在1956年提出，在《保险与经济理论》一书中，他认为:不确定性是主观的，概率是客观的。某种事件的概率为1或。时，不存在不确定性，某种事件的发生和不发生，其概率相等时，不确定性最大，风险是按此概率测定出来的。 该学说的主要观点是:风险是不幸事故与风险状态所存在的一种客观关系，其产生的相对频率可以由概率测定出来。风险和不确定性互为表里，前者是表面现象，以客观的概率进行测算;后者是心理状态，凭主观臆断进行测定。
