元朝主管驿站（见站赤）的中央官署。大蒙古国时，各地驿站即由随处千户或达鲁花赤管民官管领，大汗任命管站官总其事。元世祖忽必烈即位后，汉地驿站事属中书省，由右三部分管。至元七年(1270)，置诸站都统领使司,十三年,升为通政院，统领蒙古、汉地驿站。二十九年，通政院分官四员，于江南四省整理驿站，称行通政院，后撤销。至大四年(1311)，罢通政院，以驿站事归兵部掌管。同年，复立通政院，只管蒙古驿站。延祐七年(1320)，恢复世祖旧制，全国驿站事皆归通政院。通政院秩从二品，分设大都、上都两院，置院使、同知、副使、佥院、同佥、判官、经历、都事等员。
