清政府预备立宪时设立的中央咨议机关。1910年开院，议员由清政府指派和各省咨议局推选，多为皇亲贵族和官绅。议决事项须经皇帝批准始有效。貌似资产阶级议会，实为清政府御用机关。清帝退位后解散。
