As a judicial system replacing establishing judicial organizations in an administrative region, system of judicial jurisdictional zone originated in England and was used for reference and adopted by Anglo -American Law system and continental law system, It is not only necessary to establish such a system in our country, but also practicable to make it come true.

Through elaborate analysis on the relative theory and practice, the author summarizes three characteristics of EU civil and commercial jurisdiction: it has the special feature, which stands between international jurisdiction and interregional jurisdiction; it is judicial jurisdiction; and it is civil and commercial jurisdiction in a broad sense.
