Based on the method of material flow analysis and the theory of circular economy,we give the definition of the "material flow time lag",a theoretical model of MFA between environmental and circular economy systems with time lag influence is established.

Firstly the existence of the inertial manifold with delay of the system was proved by transferring the non-autonomous system to an autonomous system through extending the phase plane.

By taking example of the 2D Navier_Stokes equations,a kind of improved version of the nonlinear galerkin method of Marion_Temam type based on the new concept of the inertial manifold with delay(IMD) is presented,which is focused on overcoming the defect that the feasibility of the M_T type nonlinear Galerkin method heavily depended on the least solving scale.
针对Marion＿Temam型非线性Galerkin方法可行性强烈依赖于最小解题规模的不足,利用时滞惯性流形的新思想,以二维Navier＿Stokes方程为例,给出了该类非线性Galerkin方法的一种改进形式,并证明了改进后的方法在保持原方法优越性的同时,其可行性条件得到了很大的改善,从而,给出的是一种可行的高效稳定算法·

司法警察对查出的限制物品、管制物品和危险物品的处理的职权： (一)对限制物品实行寄存制。对限制物品的物主证件和限制物品的件数、型号进行登记，经受检者确认签字后，发给寄存号牌。限制物品暂时寄存于物品柜内，待庭审结束后，凭本人证件和号牌，在确认物品齐全、完好并签字后取回寄存物。对寄存物品应妥善保管，防止损坏或遗失； (二)对不许私人携带的枪支、刀具等管制物品予以收缴，由司法警察部门统一处理； (三)对查出的易燃易爆物品、强腐蚀性物品等危险物品和其他不得带人法庭的物品，在确保没有危险的情况下，按限制物品寄存方式处理或按有关规定予以收缴。《最高人民法院人民法院司法警察安全检查规则》第12条
