This paper introduces the evaluation results of strengthening the management of the clinical services in the field of improving quality of health care in rural poverty regions in H8/H8SP by literature and scene investigation.
通过文献法和现场调查法对卫Ⅷ/卫Ⅷ支持性项目在改进农村贫困地区卫生服务质量中加强临床服务管理的效果进行评价,发现加强临床服务管理在项目地区取得了很好的效果,提高了卫生服务的可及性,改善了卫生服务的质量。

Based on the document review and on-spot survey,this paper summarized the measures of strategy for rational drug use which was designed by H8/H8SP to improve the quality of health service of the central and western rural poverty-stricken areas,and also summarized the more mature intervention strategies in this field.
通过文献研究和现场调研,分析卫Ⅷ/卫Ⅷ支持性项目中合理用药策略在卫生服务质量改进中的具体实施措施,探讨影响中西部农村贫困地区合理用药的因素,总结出促进合理用药较为成熟的干预策略。

卫生服务指卫生机构和卫生人员运用医学科学技术手段所进行的防病治病活动。又称医疗保健服务。主要包括预防服务、医疗服务、康复服务、各种保健服务、计划生育服务、健康教育服务等。卫生服务具备以下特点:①卫生服务生产与卫生服务消费具有直接同一性。②卫生服务的主体是卫生人员，客体是有生命的个人和人群。③卫生人员是在特定的卫生机构中与卫生生产资料相结合而进行卫生服务的。④卫生服务是以防病治病为直接目的，不同于一般的劳动保护或自我健身活动。卫生服务活动的方式、规模和水平，不仅决定于社会生产力以及由社会生产力所决定的卫生生产力，而且与社会经济制度和政治制度有密切关系。
