This paper reviews the development history of Xinjiang sci-tech information industry, analyzes the problems existing in the development of Xinjiang sci-tech information industry, and sums up some experiences of the institutional reform of Xinjiang sci-tech information industry.

The development course of techno -scientific information undertaking of CATAS&SCUTA(the Chinese Academy of Tropical Agricultural Sciences&the South China Univer-sity of Tropical Agriculture)in tropical agriculture,the main achievements,basic experience and charac teristics are summarized.

In order to promote innovative development of Chinese S&T information industry and discuss the related key issues,"the 7th national workshop on the development of Chinese S&T information industry"was held in Kunming on August 27, 2008.

The relationship between hand retrieval and computer retrieval in scientific and technological information is discussed in three respects:hand retrieval is the base of computer retrieval;computer retrieval is the development of hand retrieval;and both hand retrieval and computer retrieval will coexist for a long time.
